Darrundono Koesomodilogo
Darrundono received his bachelor degree in architecture from Universitas Tarumanagara (UNTAR), and graduated his master and doctoral from Universitas Indonesia. He worked as a government officer in some divisions of Jakarta Adminsitration, beginning in the Department of City Planning, Department of Public Works and lastly was appointed as the Head of Kampung Improvement Program (KIP) Unit, Public Market and Pluit Area Real Estate. Darrundono and his KIP team received The Aga Khan Award for Architecture in 1980 for the government-assisted, self-help community planning program for almost 72billion square metres kampong area in Jakarta. In his lecture, Pak Darrun explicitely stated that “not what it must, but what it can”. The govenrment cannot restain urbanization by creating more slums. That decision will only worsening city’s face, beside cutting community’s process to thrive. The most important aspect is to fulfill their quality of life. Limited funds problem could be solved through area improvement, which is autonomously done by the each community in related sector, instead of force-rebuilding new enviroment. This policy actually had exist in colonialism era, and being popular once more in Ali Sadikin period. Pak Darrun, is one of pioneer of KIP Jakarta program. In its implementation, KIP is funded by world bank, and the money being managed by DPU. Their focus is to repair worst kampung firsthand. Based on survey by MHT collaboration team, which consist of multidisciplinary personnel, found out 3 primary case that need to be provided: 1. Clean water supply & drainage, 2. Decent road, 3. Public infrastructure (toilettes, health center, elementary school). In its execution, numerous difficulty were faced. From negotiation, funding allocation, and communication with district apparatus. Plus, accomodating people’s aspiration and managing improvement of organic enviroment, is already big tasks. That said, Pak Darrun had spent more time on field instead of office. Pak Darrun said that we are not yet have access for unlimited fund to sustain each people’s well-being. Because of that, its better to distribute the funds equally, to build better infrastructure on kampung. That way, district development’s fund will not be spent lavishly on one area only, but upon whole community.
